A discussion with the National Conservation Council

The National Conservation Law has taken some heat in the press for being too restrictive to the island’s future development, and now the law is facing a review. At the heart of the argument against the law, the Conservation Council’s powers to require an Environmental Impact Assessment before certain major developments can move forward.
